Yes. As long as the samples are legal, it's fine. Record your own with a microphone, grab free sounds from The Freesound Project, render VSTs to WAV... Remember that people who download your song may use the samples in their own work. You are responsible nobody gets into trouble.
There is no official minimum or maximum length. However, you would do good to aim between 1 minute and 1 hour if you want to be taken seriously.
The maximum filesize of your XRNS or RNS file is 5,242,880 bytes. In case of an RNS, you will have to use a compression utility such as 7zip, winrar or winzip.
XRNS files are compressed by default. You can decrease their filesize despite that, by lossy compressing the samples within. See: how to shrink your XRNS song
Yes. And besides the co-op you are also allowed to send in a personal entry. The "1 song per author rule" was added to motivate you to put all your time and energy into one great song, instead of sending us 3 crappy ones.

Tracking technique will be taken into account. You won't get many points with one single huge sample. See: Judging criteria
To prevent anyone gets sued. Especially since we are a commercial company, we can't risk allowing samples from eg. The Beatles - Yellow Submarine.
Some people take the theme too literal. It was like that with BeatBattle 4 ~Winter~ as well. I think about 25 songs started with the same blizzard sample. If you were to write a story about Mount Doom, would you throw your work in a pit of flames?
My initial idea was a tryptych: aliens of the deep, cyberpunk sentinels and a clockwork underwater city. Which explains the background image. But to allow for a greater variety of styles, I made the theme more general.
